Teenagers mock disabled man as he drowns

A group of teens who recorded and mocked a disabled man as he drowned in Florida last week have been formally charged for their role in his death, authorities said on Friday.

The charges against the five teenagers who recorded and made fun of Jamel Dunn, 31, as he drowned in a pond on July 7, were not detailed in a press conference, News 13 reported.

But Cocoa Police Chief Michael Cantaloupe said there's no law requiring people to report to officials that someone is dying. After someone has died, however, people are required to contact authorities, he said.

Police are currently in the process of filing paperwork to the state’s attorney’s office, Cantaloupe said.

In the video, Dunn could be seen struggling to stay above the water in a Cocoa pond as the teens, who are between the ages of 14 and 16, watched, laughed and mocked him.

"Ain't nobody going to help you, you dumb *****; you shouldn't have got in there," one of the teens can be heard saying in the video.

Dunn later drowned.

The names of the teenagers involved in the incident were not released to the public.

Police initially said that the teens were unlikely to face any charges since they weren’t directly involved in Dunn’s death.

I'll be honest, I probably wouldn't go out of my way to help someone who was drowning, but filming it to make some kind of low rent snuff film is pretty fucked.
 
A guy who can't stay out of jail for more than 3 consecutive years certainly is disabled in SOME way....
 
The Florida Good Samaritan Law only covers people incase they render medical aide and don't wanna get sued for helping. The boys had no LEGAL obligation to help. MORAL tho, maybe. Did they know the dude at all? Did they have a beef with him?
 
I can't believe they call this guy "disabled" in the headline, I guess black kids cheering at a black career criminal drowning doesn't get as many clicks on youtube.

Tbh drowning in still water pretty much requires being retarded.

He looks like the kind of guy who would reward you for rescuing him by shivving you between the ribs and then stealing your wallet.

Confusingly, there are two different kinds of laws both called "Good Samaritan Laws." One is like this and just protects you from being sued by some ungrateful cocksucker you tried to help, and the other (much less common) kind actually requires you to intervene in some situations. Massachusetts has one of that other kind. The only penalty is a fine, though, and even that doesn't get applied very often.

The problem with these laws is they don't generally require you to intervene if it would put you in danger to do so, and almost by definition, any situation where someone is at risk of dying immediately is, in fact, dangerous. If it wasn't dangerous, someone wouldn't be dying in the first place.

That and unless you have some actual lifeguard training in rescue trying to save someone from drowning is a good way to wind up drowning yourself.
The one thing I remember from boy scout camp was that. They'll just drag you down with them, youre supposed to like throw a rope or lifesaver or whatever, hand them a stick. But this dude probably would have still pulled them in.

It's callous but I dont think anyone really, honestly blames the kids. It's fucked up to record it though, and make fun of him.
