There are plenty of black anime characters, they are just not as well-know/liked as the Japanese or white ones or these people just always forget that they exist.

-Nils Yajima or Nils Nielsen from the Gundam series
-Carole Stanley and lots of others from Carol and Thuesday (but Tumblr/Twitter people did not like this series because of the Mermaid Sisters)
-Marik Ishtar (and his siblings) from Yu-Gi-Oh
-Claudia LaSalle from Macross
-lots of characters from Cowboy Bebop
-Kilik Rung from Soul Eater (shame he wasn't more in the series, he was a pretty cool character)
-Dutch from Black Lagoon
....and there is probably a lot more that I didn't mention.
Also Japan is a very homogeneous country with 97 % of their population is Japanese and not to mention that lots of Japanese people are very xenophobic (they are afraid of most foreigners, not just black people). I think it's pretty great to have at least this much representation considering all of this.
