I think they're better than before but still kinda whatever. Apart from that Zootopia rabbit, he's done a pretty bad job at capturing the characters' likenesses in those other recent drawings. Based on the comments, I think they're supposed Overwatch characters and Belle Delphine.

Seems more like a regression in his own comfort with the tools, he probably just hasn't been drawing enough. If he sticks with it, it'll probably go back up to whatever it was before.

My guess is that he's sorely out of practice and only ever sketches nowadays. What he just posted is probably art he's been putzing away at all year in between his likely reality of working a shitty post-prison job and getting high. I know Zootopia 2 is out recently so I guess the cop bunny is technically relevant but combined with the Bella Delphine art it's obvious that Shad is just pining for his 2016 fame. Hell, he may have even permanently broken his brain during his homeless drug binges so now he's stuck in the past while physically unable to regain what he lost.

I'll die on this hill: Shadman's unique claim to fame was making contemporary comics. Twitch-thot doujins, modern media relevant porn 'satire' etc. His art was mid at best but the audacity/edge made up for the lack of quality. Like how you'll see a furry post a 12 hour piece and get mad a 5 minute sketch comic get more likes. Had he toned down the edge and made like.. idk, a porn universe out of his pedo-bait streamer OCs etc, I'm sure he could've gone far.
Not like he's the first one to peddle pedophilia. The entire e-girl aesthetic IS pedophilia. Belle Delphine is into DDLG, she makes a ton of money, so every other woman blindly copies her red nose, fake freckles, braces, bandaided knees and hope to make money as well.

I disagree because most porn artists have done and do this and get no where near to meme status shadman was.
Shadman claim to fame was he became friends with most of the Newgrounds allumi; additionally, he also got jobs spreading his shit out there more like his job at Machima.
His art was constantly also being used also as a "freedom of speech," excuse for degenerates to excuse stuff like lolicon and the other sick shit.
He got popular because he was known to make porn on any famous IP or person at the time no matter how fucked up it was like Eddsworld.
He was shocking at the time because no one prior was ever that much of an attention whore they were willing to draw a dead person being raped.
He was a spectacle as he was an artist who didn't have a limit and like all attention whores eventually they have to up the stakes or lose attention.
That's how he started drawing the vile shit of children because he was a freak who needed that attention at any cost.
He was infamous long before Belle was ever drawn because he was a guy who drew everything and anything for any crumb of relevancy.
It's why even now when he came back to twitter he drew zootopia.
It is popular and he is still trying to claw at relevancy.
He is the embodiment of what happens when artists become addicted to attention and engagement.
They stop caring about the morals or even legal boundaries of the stuff they draw because "any engagement is good engagement."
It stops being important to improve the art, or making any meaningful because the numbers just keep going up.
He was always a hack who coasted off of the shock value of drawing horrible shit; now that the shock has worn off, he has nothing to show for it.
He is just now a pathetic drug addicted loser who lost everything because of that very lack of limitations his whole career ran off of.
His personal website gone due to it, his friends have all disowned him, and overall he has nothing to show for it other than an arrest record and everyone thinking he is a pedophile for the rest of his life.

If you want an actual attempt at an answer, probably even more futa shit. Maybe if he had the mind to stay up to date on pop-culture and had the same work ethic he did at his peak he could find his niche again. But we know he's both obsessed with shit-no-one-cares-about while being slow as fuck. He's already had, and still does, have better copycat artists that aren't inconsistent druggies while gooners have probably already fed his old work into an AI image generators to create the new and improved Robo-Shad. If he did comeback in any real sense it would have to be with an actual fully thought out plan (new website, new schedule, new ideas, new merch, etc) for anyone who isn't already familar with him to care. I think Shad being the natural doomer he is has seen the writing on the wall that he has far more compititon being an artistic shock-jock than he did 15 years ago.

A comeback at this stage; not really, but not for the reasons you think.
He is known as a drug addicted freak by the entire NewGrounds community that built him up to a worse degree than Stamper so he has lost any support there.
He; additionally, is considered so cancerous to reputations of others that even being vaguely associated with him nearly killed multiple people's careers.
He can't make popular connections like he did before so his art is going to have a more limited audience than before.
The internet may be more open about racism, etc., but due to this nothing he does really stands out now.
The things that were outlandish or shocking in 2016; you can and will see by some blue checkmark bot on twitter using AI on a regular basis now.
He dresses like a nazi but people are more open about being nazis now so how is he any different? He isn't.
We have had vtubers pretending to be a nazi versions of hatsune miku before.
What can Shadman really do there that pushing that boundary anymore?
He would have to push to such a degree even further than that; which if he refused to draw chris chan and his mother together, he is just not able to do that.
He has limits and the internet used his blueprint years ago and already has long since moved past him.
Shadman can't make a splash because the internet has become just as degenerate as he was, if not more so now.
There isn't anything he could offer that is shocking anymore.

Just gonna say as an oldfag who watched it all play out, it's not like Shad was breaking new ground in terms of shock content or degeneracy. He had a contemporary whose name I have no reason to remember whose whole thing was drawing Avatar characters with prolapsed assholes. God knows the japanese were drawing worse shit than Shad before Shad was even born, they were drawing babies in blenders and children getting skinned with laser beams and shitting dick nipples. The appeal as far as I can tell isn't raw shock value, it's that it was memetic and topical. There were plenty of strips where the punchline is just incest or homosexuality, just repackaged in different "jokes" that gave people a reason to disseminate them. He was on the bleeding edge of "the joke is just porn addiction", the specific type of porn isn't really that critical.
The reason he's not capable of being relevant or noteworthy isn't that he can't push the envelope any further, it's that he's spawned so many immitators that his schtick is no longer novel, it's just how terminally online people talk to each other now that jacking off to internet porn has been normalized.
