There’s Neo Tokyo, Robot Carnival, and Memories which are all anthology films with mainly sci-fi stories and good art. Megazone 23 is also dope with some great art and design.
As for series, City Hunter is fun and instantly recognizable as a product of the late 80’s/early 90’s, though I haven’t watched most of it tbqh.

Mahoujin Guruguru was kinda funny when I watched it. I haven't seen the remake, so I can't say anything about it.
Sexy Commando Gaiden: Sugoiyo, Masaru-san! is fun if you like really goofy stuff.
My sister liked Key the Metal Idol enough to name one of our cats after an antagonist (Sergei). I heard episode 14 is really bad, though, with even people who otherwise liked the series saying it was all exposition.

I second this.
My main recommendation is Ushio & Tora. The OVA sadly stops right when it gets going, though luckily the manga did get a second adaptation in 2015 to check out if you end up enjoying the OVA.

Space Adventure Cobra, Midnight Eye Goku, Golgo 13, they just don't make seinen anime like they used to.

Wicked City is also an interesting, creepy movie.
Lots of stuff on Tubi that I haven't checked out yet, but pick something out and try it.
The usual recommendations for Trigun, Cowboy Bebop, and Vampire Hunter D are also very good.
