Where are the kids getting access to these phones if not the parents? I guess there could be some time where they're at a friend's or a school computer, but that's fairly miniscule and hopefully their friends would be subjected to the same restrictions. I have lived through both the PC era and smartphone era, so I feel qualified to speak on this. A computer of the 90s or early 2000s was a whole different beast than modern smartphones. For one, the computer was often shared with the whole family and would often go in a shared room. Fast broadband internet access was less available, so you couldn't get high-speed videos whenever. Porn wasn't centralized, so you had to have some idea where you were going. And finally, with computer viruses and malware you had to be smart, since there was a nonzero chance you could brick your machine with a virus, or at least alert your parents to what you're doing.
