In biblical times, the term "bondmen" refers to individuals who were in a state of servitude or slavery, as per Bible Hub.
When most people think slavery, they picture the Antebellum South in the United States, but the institution of slavery has historically taken many forms. For example, the ancient Sumerians employed a type of indentured servitude among their own people where those deeply in debt could willingly sell themselves into slavery and then serve for a predetermined period of time or--depending on their situation--eventually buy out their contract, debts paid or forgiven. Some of those contracts survive today in clay tablet cuneiform records. Captured enemies and criminals, on the other hand, were enslaved in the usual accepted sense of the term; that is, enslaved until their masters freed them or they died. Along those lines, the bondsmen referred to in the New Testament brokered similar deals. The Biblical passage is warning Christians against participating in the practice in any capacity, as buyer or seller.
