My thoughts on it was that she wasn't supposed to be policing much of anything and that she had just been protecting Skrull refugees the entire time and just didn't bother with much outside that. Like why weren't Thor or Odin concerned with him, either? Odin was supposed to be like the motherfucker of all motherfuckers throughout much of the universe wasn't he? My interpretation is that even f people knew of Thanos, he was just one "really strong guy" in a universe of "really strong guys" until suddenly he had two of the stones and then it became a much bigger problem.
I haven't seen Captain Marvel since it first came out, but (from what I remember) the movie led me to believe that she was out to end this "war" against the Kree, to prevent whatever was left of the Kree from invading other planets, to create a symbol of hope for planets that had been devastated by them, and to provide aid for those people (like the Skrull refugees). Ronan has a direct connection with the Kree, and Ronan was destroying innocents all around the galaxy for Thanos post-Captain Marvel's solo movie. I don't see how Captain Marvel wasn't able to hear about Thanos at that point. I feel like it should have been common sense to keep tabs on who was left of the Kree. If Ronan had not been in the movie, then I think I could give it a lot more leeway, but the inclusion of him just makes me scratch my head about other stuff.
For Thor, there's a simple explanation: The 9 Realms. The movies made it clear that the 9 Realms are where Asgard's priorities were (until the events of Thor: Ragnarok, of course). Being relegated to those nine planets and societies for the most part, Thor didn't know that someone was after all of the Infinity Stones (Sif only went to Knowhere to leave the Ether/Reality Stone solely out of Asgard's interests, not so much the universe's). And remember: Thor was on a years-long quest from the end of Age of Ultron to the beginning of Ragnarok, which was roughly the same time Thanos had attacked Nedavellir and had entered one of the 9 Realms himself. Thor didn't know about it until it was too late since he had a lot of shit happen to him in Ragnarok.
We could also chalk it up to Odin being a terrible king for not taking interest in what happens outside of the 9 Realms, too. He led a planet full of people, and most of those people were ignorant, spoiled, and unprepared. He sucks, lol.
