There was change in US law to fight child porn that websites with nudity needed to prove their subjects were over 18.
Previously it was enough have a "filmer release" on file where the person doing the recording promised no one was under the 18 as far as they could tell. Usually you'd have a performer release to go with it, but a lot of amateur porn sites, especially with user-directed/provided content, or "found content" didn't maintain sufficient proof (i.e. drivers license numbers) that the performers were over 18 at the time of filming. They only a recorder release or at best a standard performer release "I agree to allow this recording to be used blah blah blah" and not an adult performer release.
The law also shifted the burden of proof from the government ("You must prove the people in this video are under 18") to the accused ("You must have conclusive documentation these people were not under 18 when you recorded this") - previously a lot of small-time operators flew under the radar because they knew it wasn't worth the time and expense to come after them. The new law shifted that calculus.
So rather than try to track down the real name of Cherry Bottoms and get her to sign a notorized affidavit that she was 18 when Foxy Boxing recorded her fighting another girl and then getting dicked down by 4 guys and a dog (or risk the wrath of the FBI coming after you as a child pornographer) it was more expedient to smaller operations to DFE and usually just close down shop.
Professional shops didn't have this issue as constant LEOs up their ass meant their paperwork was always immaculate, complete and in order, often going above legal requirements such including "interviews" with performers to not only prove they are there willingly but they would often exceed 30 minutes in length so a lawyer can demonstrate to the jury "Porn Career Regretee is clearly aware of what they've signed up for, are excited to participate, under no duress and are relaxed and not under any threat of force. The fact they now regret gaping their asshole for the viewing public is not our fault nor responsibility."
