I have medium skin and combination skin, if this helps anyone. I've tried a lot of BB creams over the years.
Personally, I love using Laneige's BB cushion - great coverage, and it feels light. Perfect for people who want dewey looking skin. I think this would suit someone with dry skin well. They no longer sell this at Sephora but they do sell it at Target in the US.

I have to import mine because I don't live in the US. It is on the pricier side.
Your best bet for pale shades is actually Korean brands. Although if you're super white, like porcelain white, I don't know of many. If you're not that pale, other brands for dry skin in a range of paler shades include the Missha BB Cream (one of my personal favourites too when not using the cushion), Skin79, and Holika Holika.
I like micellar water, choose the waterproof stuff. I also LOVE the makeup eraser they sell at Sephora. They have the expensive one ($25 CAD) and there's the store-brand Sephora ones, 2 for $15 I think. You just need to put hot water on the cloths and wipe. They're reusable too, so no need to continually spend on crappy disposable wipes. I wear that super strong Marc Jacobs liquid liner that does not come off and it comes off easily with these cloths.
