Bradley Cooper is executive producer on Joker and he’s got a great deal of pull at Warner— especially after delivering them A Star Is Born last year. My guess is Phillips lobbied for the project and Cooper’s involvement sold them on it. Phillips does have this as his first effort, so maybe not so surprising that he’d want to return to grungier subjects.
A low budget, punk rock documentary right out of film school.* GG was fueled by a lot of nostalgia for the past glory of late 1970’s punk rock NYC that had died out. Maybe that’s one reason Phillips fixated on the era for the movie.
I’d say you’re correct about Cooper helping and the fact Philip’s comedies have made big bank for studios. Cooper is surely grateful for what The Hangover did for his career so I could see him backing Philips as a producer on this.
Philips has leverage and has delivered lots of bankable films. He might have promised them Hangover 5 and an Old School sequel to get a bite at the “grim dark comic book movie” apple or maybe Warner Brothers was just anxious to keep him happy.
After Memento I thought Nolan was a brilliant choice for the Batman franchise - just like Tim Burton was a inspired choice for the 1980’s series. Their past body of work showed they would bring something unique and interesting to the table. I get none of that from Philips work, even if you throw in his GG Allin doc.
Maybe part of the issue was Philips felt insecure or a bit out of his depth taking on a dark action flick after a career of comedy. maybe he felt safer trying to model it on established great films by Scorsese instead of charting new waters.

I was going to say a lot more about this but changed my mind. I will say Johnny Puke was my cousin’s good friend in High School. (GG died at Puke’s NYC apt) I know more about GG Allin than I care to admit but found him a depressing last gasp for punk rock. Oddly I can understand how a young film student who liked GG’s schtick would go on to do Old School and The Hangover type films.
Also I cannot believe a fourth remake of A Star is Born was a hit for Cooper. I guess self indulgent, sentimental star vehicles will always have a place in Hollywood. I have not seen Cooper’s version so idk how good or bad it is and don’t really care to find out.
