I need your help at Writing. - How many Characters for my Villain Group?

Why is the Story Garbage? That's the fast summary. The Plot is that the Protagonist visits 14 Planets with diffrent kinds of Downfalls. In the Middle at Planet 6-7 it gets melanchonics like in the Slav Storys. The Universe is build like a Mobile
Why is he visiting all the planets? Make your protagonist flawed is a good start imo, if the story is about evil, nihilism and the like maybe make him like Mel Gibson in Signs, someone who is losing/lost their own faith?
 
I would like one of the villains to be called Blasterisk, Exploder of Punctuation. He's gonna blow up planet #12 by detonating all the commas and apostrophes at once.

Well then, why are you asking us? Go and write your story, in English or your native tongue (German, based on capitalization of nouns), and then we'll see. Your questions are inherently stupid: why are we the ones to tell you how many villains a narrative should have? As you've already pointed out, there are stories with a large number of antagonists, and there are ones with only a few. Basically, at least post a single chapter.

If you want to have such a large group of villains (15) you should introduce the slowly. 1 per planet as you said that the story happens on many different planets. This way you can explore their individual characteristics in way's that doesn't deprive others of time to develop.

You should introduce them in the beginning of the story in a way that present a threat to the main character. The threath doesn't have to be physical but can be a challenge he has to overcome to save the world. Plus you can make them villainous in the beginning to the reader by saying all of the bad stuff that is happening is because of them. And later show that they were not just pure villains the world portrayed them to be but just another cog in somebodies poorly though out grand plan.
