I need your help at Writing. - How many Characters for my Villain Group?

If you want the average use reader to be able to follow your story, you should think about “user experience” and not have to have them need notecards to remember who each character is. Plus, with fewer characters, you can flesh about each of their characterizations and personalities better. Maybe 3 villains max, unless if it’s a Russian tome.

Depends on who is important. If they're all important it's too much. In some of the classic enemy Orgs there is usually a top man, your Blofelds, Rita the Witch so on. Every man involved needs to bring something to the table, either they have skill or control over an area. SHOCKER agents tended to rule parts of the world, SPECTRE Agents tend to have skills and access to things, even nukes.

My favorite shady group ruling the world from behind the scenes is The Technocracy from World of Darkness. Every paranoid fantasy you can think of they do.
 
Just follow the Tite Kubo approach to writing and make a new quirky group of characters whenever you run out of ideas.
Also to distinguish characters it's very important to give them defining traits. Eyepatches, canes, quirky hair, all excellent tropes authors rely on time and time again. Having them speak in various dialects and affectations also immerses the reader further into your story and paints you, the author, as worldly and erudite.

Also do you have any examples of your writing to show? Trying to tell the stories of 15 different characters sounds disastrous if you can't even write for one. Write a 2-person story with a protagonist and antagonist to begin with, and go from there if it actually works. Don't dive head first into the deep end of Wizards & Shit when the pool is already too deep. If you try to emulate george or tolkien people are just going to pass you off as an imposter at best

What's the overall plot? Lay it out here and let us all build on it together

The Plot is this : there is a Giant Door at the deepest Part of the Universe, where the worst Evil was locked away. The Door is hold by Faith in good, but the People around Cosmos turning into Apathic retard degenerate & so the Void grows & the Door starts Opening. The Protagonist is a Swordsman on a talking Donkey, who is called by the Wishes of the Children. He will close the Door

Have you ever read the Xeely Sequence by Stephen Baxter? You need to read it first to get a grasp of the terror that comes with the whole universe collapsing on a cosmic scale. Your protagonist sounds like Don Quixote mixed with Conan The Barbarian: The plot sounds like garbage but you have the chance to turn it into something fun. Do you have a google docs link to share it? I'm really interested

Why is the Story Garbage? That's the fast summary. The Plot is that the Protagonist visits 14 Planets with diffrent kinds of Downfalls. In the Middle at Planet 6-7 it gets melanchonics like in the Slav Storys. The Universe is build like a Mobile
