How Finland Virtually Ended Homelessness—and We Can Too

Determined to pack more homeless people into Toronto’s overcrowded shelters, officials have come up with a solution: reduce the number of inches between beds.

There’s a certain logic to this and it may be the best we can do — given our refusal to consider solutions that would actually be innovative.

And so it is that here in Toronto we’re busy studying how to jam more beds into already-cramped shelters, while over in Finland — where innovation is more than just another word for privatization — they’ve managed to virtually end homelessness.

OK, so the Finns are more generous and just shell out a lot more to help the homeless, right? Actually not. The Finns are simply smarter.

Instead of abandoning the homeless, they housed them. And that led to an insight: people tend to function better when they’re not living on the street or under a bridge. Who would have guessed?

It turns out that, given a place to live, Finland’s homeless were better able to deal with addictions and other problems, not to mention handling job applications. So, more than a decade after the launch of the “Housing First” policy, 80 per cent of Finland’s homeless are doing well, still living in the housing they’d been provided with — but now paying the rent on their own.

This not only helps the homeless, it turns out to be cheaper.

In Canada, however, we’re determined to stick to market-based solutions, no matter how badly they fail or how costly they are.

Indeed, homelessness is just the extreme end of Canada’s dysfunctional housing market, which we’ve left largely in the domain of the private marketplace, creating a huge divide between those who can afford to buy a house and those who can’t.

This has resulted in a large underclass of tenants — roughly one-third of Canadian households — many of whom are little more than a pay cheque away from eviction.

More government intervention required​

The situation cries out for more government intervention.

In fact, the government does intervene in the housing market — most notably in ways that actually enhance the privileged position of homeowners by, for instance, sparing them tax on the capital gains they receive on the sale of their homes.

This largely hidden government intervention in the housing market not only amounts to an enormous subsidy for homeowners — costing the federal government almost $10 billion a year in lost revenue — it also further disadvantages tenants by driving up housing prices, putting a home farther out of reach.

Of course, the government also intervenes to increase the housing supply, ostensibly helping tenants. However, these measures often take the form of financial incentives for developers, mostly benefiting developers. The additional rental units created rarely result in lower rents, notes political economist Ricardo Tranjan in his new book “The Tenant Class.”

The best way to benefit low-income renters would be for government to create housing that isn’t based on the profit motive — by building housing itself or subsidizing non-profit groups to do so.

Canada used to be fairly good at this social housing, along with the Europeans. In the late 1960s and early 70s, about 10 per cent of new rental housing built in Canada was social housing.

But while the Europeans have remained strong in social housing, Canada has almost completely exited the field, with our social housing dropping to just 4 per cent of total households — roughly the same level as the devoutly pro-market U.S.

If we want to deal with our dysfunctional housing market more effectively than simply pushing the shelter beds more closely together, the answer will involve increasing the supply of housing that isn’t based on the profit motive.

Sadly, this is not on the political agenda, although it’s noteworthy that Toronto City Councillor Josh Matlow is advocating a proposal along these lines as part of his mayoral campaign.

Matlow’s proposal will no doubt be dismissed as impossibly costly by commentators who, as homeowners, quietly benefit from the impossibly costly (although largely hidden) subsidy provided to homeowners.

The book only has merit when you apply the principle of evolution that humans, like any other animal, will develop genetic adaptations to different environments that create real biological differences between races on a physical AND mental level. The problem is that the book seems to only apply environment without factoring in genetic adaptation to said environment, which makes its conclusions pretty worthless.
 
I like how leftist journos always use small nations with not a lot of presence on the world stage to prove that, finally, THIS TIME, our ideas have worked. Countries where their assertions are hard to refute and there aren't going to be a ton of people coming out to say that the journo is totally talking out of their ass. You're just supposed to accept that every other time this has been tried and failed it was because it was done wrong but now Finland has made it work and so we need to do it again but with even more money this time.

I would bet money if you looked deeper into it, beyond what @Tasty Tatty found, Finland's program has many of the same problems that are found every time this is tried. The recipients don't care for, if not outright destroy, the property they are given. Relapse that undoes any progress is the norm. The whole thing is massivly expensive and if you dig into the data they rarely meet their self-stated goals, but it keeps shambling along because the ones directing it make tons of money. But who is going to fly to Finland to pour over data in a notoriously hard language and talk to Fins that have knowledge of the situation to find these things out?

The other half of the problem which is why the problem extends to the West, is communist brainwashing. Which was easy as shit to do in Africa, especially South Africa, and also in the United States, because of legitimate grievances (Apartheid, historical slavery, Jim Crow, etc). People who are even allegedly intelligent can devolve into Antifa-types that have a chip on their shoulders and act violently if they think they need to be this way to stick it to The Man ™️ .
 
This article is amazing for its bullshit. Finnlnd is a fairly closed society with a near zero population delta. Immigration is really only a recent thing. (But it will quickly overwelm their beloved scandanavian social contracts).

Solutions that work in a small fixed society such as Finnland. Where natural resources rovide a trade and economic surplus to support the unchanging monolithic population, get swept asside in high growth high immigration diverse societies such as thd US and Canada.

Immigration or Social Welfare. Pick One because you cant do both.
 
these articles are so stupid. canada has something like 7X the population of finland and 30X the landmass, those 2 things alone should tell anyone with a functioning brain that what works for one will not work for the other. Inevitably our local crazies in the US will decide that we should do this too. The US has a similar landmass to that of canada, but a population over 8X larger, meaning the US is 30X bigger and a population close to 60X as large.

This. Unfortunately. We're impeded by how huge we are. I don't think the average European realises how gigantic the US and Canada really are. We have huge expanses of absolutely nothing because it's too far out in the boonies for most people to want to live or develop. Or it's just not plausible to do so because of the environment. Like Death Valley for instance. The best we could do is relegate such measures to larger cities even though the old system of projects didn't work that well. But then you get into other problems. The opioid crisis.

Junkies are still going to roam the streets all day begging and swaying bent over. I remember reading that in Finland you must complete a rehab program if you stay in these crisis houses. I think they are something more akin or Chris Chan's soup hotels. But they offer programs for job training and rehab but you have to take them as needed.
No shit, but also people tend to do better when not addicted to hard drugs or mentally ill. Homelessness is more than just not able to buy/rent a home, it is someone's failure to function in society. If it was as easy as giving someone a place to live, then the projects in urban centers would have fixed a lot of problems, not exacerbate them.

This too. It's why a lot of landlords don't like accepting the vouchers. Having your property turned into a meth lab or a fentanyl flop house is not attractive. And there isn't really any vetting based on addiction or criminal history as far as I know. There are some programs that get junkies into apartments. But from what I've seen on documentaries in my own city they do not enforce rehab and regular drug tests. You get a place to shoot up safely. You get a social worker. But no one is trying all that hard to get you clean. The system is overwhelmed anyway. So it's probably implausible to expect they can do much good when the amount of addicts keeps increasing and harder drugs keep appearing.

There are many decent people who become homeless and turn to drugs out of despair. I feel like our focus should be on the most salvageable. Because once they get real deep into the hard drugs there's usually no going back. Why waste money and housing on people who are just going to destroy everything you give them? It sounds cruel. But sometimes you have to just give up on people.

As for the mentally ill, closing all those hospitals turned too many people out on the street. And because of lack of facilities now the younger ones end up that way by default. It's a double edged sword because of the abuses that were committed in those hospitals. But at the same time we aren't building new ones and trying to do it better and more humanely then before.

Not a Finn but lived in scandiwegia for years. Homogenous country (finland still mainly is.) substance abuse is mainly alcohol. No real culture of the crazy drug abuse like fent and meth and the weirder stuff America has. SMALLER number of addicts- really key.
Winters are properly cold, even in the south. You cannot easily remain outside 24/7 in winter. Alcohol is expensive. Decent socialised medicine and mental health care. Decent policing.
Basically, it’s like being a small town with a small number of booze addicts who are from that town, and a decent community. Much easier to sort that out that hordes of meth and spice addicted zombies nodding o it who can live outdoors 24:7.
They used intensive intervention, mental health support and housing and it’s worked Ok. There’s always some you can’t help but the Finnish model is genuinely laudable.
And it wouldn’t work in America.

I like when these people say "just be like this Nordic country" while also ignoring things like how that Nordic country has 1% the population of the USA and is almost entirely racially homogenous and doesn't have anywhere near the same level of crime. The idea that a single solution wouldn't scale with a population increase is a foreign concept to these people.

FTR, you know what's the less fucked country of S. America?

Uruguay.

3.5 million people.
87% white (96% if you include mixed people, mostly Spaniards and Italians).

Ecuador is about the same size, but they are 17 million of them.

There are a lot of factors for this, but Uruguay, the whole country, being the size of a normal city (Lima has 10M people just in the city area) it's a big factor for why a country works aside from being homogeneous. Panama is highly mixed and they have a better economy than Uruguay:

The article I provide gives much info alone that the OP article won't mention:

It is NGOs such as the Y-Foundation that provide housing for people in need. They take care of the construction themselves, buy flats on the private housing market and renovate existing flats. The apartments have one to two rooms. Further, former emergency shelters have been converted into apartments in order to offer long-term housing.​

The government participates, but it's basically a private matter. Also, homeless people have to pay for them, it's not a gift:

Homeless people turn into tenants with a tenancy agreement. They also have to pay rent and operating costs. Social workers, who have offices in the residential buildings, help with financial issues such as applications for social benefits.​

This is a fully private issue in which the PRIVATE invests in houses and the GOVERNMENT provides with making people functional so they can pay them. And here is another detail:

The NGO receives discounted loans from the state to buy housing. Additionally, social workers caring for the homeless and future tenants are paid by the state. The Finnish lottery supports the NGO when it buys apartments on the private housing market. The Y-Foundation also receives regular loans from banks. The NGO later uses the rental income to repay the loans.​

This is a whole business, not some charity operation. Yes, it costs the state less and the NGOs aren't becoming rich, but the privates aren't losing money either. OP author wants more government intervention, but the gov. here barely participates.

With four out of five people keeping their flats, Housing First is effective in the long run. In 20% of the cases, people move out because they prefer to stay with friends or relatives — or because they don’t manage to pay the rent. But even in the latter case, they are not dropped. They can apply again for an apartment and are supported again if they wish.​

Some people just can't keep up paying and they leave. The houses aren't free, the only thing the state does is help them to keep jobs and an income. If they can't pay, they leave and someone else takes their place. If I was cynical, I'd say this is a low key "traffic" operation between the gov. and privates to turn addicts into tenants.

Honestly, I’m for drug testing the homeless and forcing the ones who test positive to either do forced labor while getting treated or just hunted for sport.

The homeless people that need help get victimized by the drug addict homeless. I really have no sympathy for druggies, they’re an abject detriment on society. I hate the dipshits who want library’s and public pools to dispense methadone.

No analogy is perfect, but if you don't think humans have prelidications based on their genetics similar to that of any other animal, I suggest you read some twin studies, or people adopted into a different race (like asian or african babies with white adoptive parents). For things like whether someone is a smoker, drinker, what level of education they attain in their life, the relationship is stronger between genetic parents and child than adoptive parents and child, about 6x stronger. So genetics is much more predictive for a number of complex behaviour factors. There is a parental effect while the person is a kid, but the parental effect is completely gone by the time someone hits their 30s while the genetic effect is as strong as ever.

As for your suggested relationship of communism: I'd say the relationship is inverse; lower iq people have less awareness of what happened to the first communist countries like russia. But I still don't think it's the ideas that's causing low education as much as their ability to be educated.

The book has almost no merit whatsoever; it ignores all evidence to the contrary. It started with a premise and then works backwards to try and prove it. It's a very compelling book if you want to believe that everything is down to luck, but the foundations are so shaky that it's honestly better burned or read as an example of propaganda.... which it is.

On the plus side it did inspire Orson Scott Card who took the book as truthful and he wrote a book where aztec descendants travel back in time to use technology to give Columbus a vision to not go and travel west and discover america. Only when they get there they see other time travelers who are giving him a vision to go and discover america with details of where he should go, because they want to prevent the timeline where he goes and does a new crusade (as Colombus was planning to do before he went to america in history). Good book.

It's also completely disingenuous about things like animal domestication. It acts as if Europe and Asia just so happened to have animals that could be domesticated while Africa and America do not.

This completely ignores the fact that domestication is a long process and the wild ancestors to existing livestock were just as skittish, unruly and violent. Ever hear what Aurochs were like? If some (((Scientist))) took a look at wild aurochs they'd conclude they simply weren't fit for domestication.

From what I've heard it's initially sort of assisted living. They're basically given the money they need to pay the rent then asked to give it back to pay for rent or they will be evicted and go back living on the street. So they have that money in their hand/pocket/account for a hot second.. they could spend it on booze and drugs.. but they like living inside.. so they give it back.. My impression from it is that it's like dog training and it seems to work on Finns. Being able to pay rent and have a place to live feels good and they build from there. It's not a terrible idea and I would rather spend money on that experiment than the failed experiment of housing even more arabs.

Actually, legit communists found it extremely hard to recruit in the South due to their atheism and the generally stupidity of communism. Turns out, black people wanted nicer things than a shit apartment and a Lada.

they did manage to get some in places like New York tho, because they started infiltrating the churches particularly the black Baptist churches, with communist Liberation Theology.

Thats basically all terminally homeless. They fall into one of three categories;

Drug addicts of some kind
Mentally unstable
Crusty punk types who dont give a shit about living on the street or being vagrants

People are who generally well to do and capable of functioning on their own do not stay homeless for very long if they end up homeless. The people who stay homeless are broken people you will never be able to reasonably integrate into society.

The absolute best you can do is punish shithead parents who abuse/damage their children which leads to being drug addicts and mental conditions.

We got a lot of programs and shelters for the homeless.
The ones who stay homeless get kicked out because they break the rules of that places, bring in drugs or alcohol, be violent, etc.
The article is based on the idiotic fallacy that all homeless are just lost little sheep that would become good little cogs as soon as someone stretches out a hand.
A lot of them, atleast in my country, are just inable and unwilling to follow the most basic-ass rules.
Some people just cannot be helped, it's the same with people with addictions, alcoholics and druggies, they have to actually want to change, and there is a large overlap of addiction with the homeless.

And this is why.
