How Finland Virtually Ended Homelessness—and We Can Too

Determined to pack more homeless people into Toronto’s overcrowded shelters, officials have come up with a solution: reduce the number of inches between beds.

There’s a certain logic to this and it may be the best we can do — given our refusal to consider solutions that would actually be innovative.

And so it is that here in Toronto we’re busy studying how to jam more beds into already-cramped shelters, while over in Finland — where innovation is more than just another word for privatization — they’ve managed to virtually end homelessness.

OK, so the Finns are more generous and just shell out a lot more to help the homeless, right? Actually not. The Finns are simply smarter.

Instead of abandoning the homeless, they housed them. And that led to an insight: people tend to function better when they’re not living on the street or under a bridge. Who would have guessed?

It turns out that, given a place to live, Finland’s homeless were better able to deal with addictions and other problems, not to mention handling job applications. So, more than a decade after the launch of the “Housing First” policy, 80 per cent of Finland’s homeless are doing well, still living in the housing they’d been provided with — but now paying the rent on their own.

This not only helps the homeless, it turns out to be cheaper.

In Canada, however, we’re determined to stick to market-based solutions, no matter how badly they fail or how costly they are.

Indeed, homelessness is just the extreme end of Canada’s dysfunctional housing market, which we’ve left largely in the domain of the private marketplace, creating a huge divide between those who can afford to buy a house and those who can’t.

This has resulted in a large underclass of tenants — roughly one-third of Canadian households — many of whom are little more than a pay cheque away from eviction.

More government intervention required​

The situation cries out for more government intervention.

In fact, the government does intervene in the housing market — most notably in ways that actually enhance the privileged position of homeowners by, for instance, sparing them tax on the capital gains they receive on the sale of their homes.

This largely hidden government intervention in the housing market not only amounts to an enormous subsidy for homeowners — costing the federal government almost $10 billion a year in lost revenue — it also further disadvantages tenants by driving up housing prices, putting a home farther out of reach.

Of course, the government also intervenes to increase the housing supply, ostensibly helping tenants. However, these measures often take the form of financial incentives for developers, mostly benefiting developers. The additional rental units created rarely result in lower rents, notes political economist Ricardo Tranjan in his new book “The Tenant Class.”

The best way to benefit low-income renters would be for government to create housing that isn’t based on the profit motive — by building housing itself or subsidizing non-profit groups to do so.

Canada used to be fairly good at this social housing, along with the Europeans. In the late 1960s and early 70s, about 10 per cent of new rental housing built in Canada was social housing.

But while the Europeans have remained strong in social housing, Canada has almost completely exited the field, with our social housing dropping to just 4 per cent of total households — roughly the same level as the devoutly pro-market U.S.

If we want to deal with our dysfunctional housing market more effectively than simply pushing the shelter beds more closely together, the answer will involve increasing the supply of housing that isn’t based on the profit motive.

Sadly, this is not on the political agenda, although it’s noteworthy that Toronto City Councillor Josh Matlow is advocating a proposal along these lines as part of his mayoral campaign.

Matlow’s proposal will no doubt be dismissed as impossibly costly by commentators who, as homeowners, quietly benefit from the impossibly costly (although largely hidden) subsidy provided to homeowners.
 
This author has never met much homeless people. I've met some who were cool, but the majority were not the people you'd want to trapped in vault with. These people will not be using hypothetical freebies as a springboard to become model citizens.

Comments on the current Canadian government's incompetency aside, you just can't compare Canada's homeless problem to Finland. And whatever works for the latter won't work for the former. The entire population of Finland (5.5M) is around the population of B.C but smaller than Quebec and Ontario. By size, Finland is smaller than the majority of Canadian provinces/territories. Racially/culturally, they're very homogeneous, more inline with Japan than Canada or the U.S.

And that's not even getting into any inbreeding problems let alone screwy belief systems (like the one where they think you cure AIDS by having sex with a virgin).

Yes, it's only circumstance that makes different dog breeds act differently. If you educate your pitbull to be a german shepard, it will do great at herding sheep.

If malnutrition and disease was the more significant factor, places like south africa would have completely transformed IQ results, but they haven't. They had some effect, but not nearly to the degree as you seem to suggest here. The book guns germ and steel is a blight on people's mind and it exists to further an agenda.

In a high-trust society or at the very least a place where survival is king and pragmatism is important like Finland? Definitely. But in multi-culti hellholes? Like hell.


To be homeless in the first place is a matter of burning bridges (figuratively in terms of opportunity) and prioritizing drugs over your well being. 90% of 'solving' homelessness talks about giving them a home but never the after-effects of giving someone fucked in the head a place to stay. They will trash it, turn it into a drug den. Their 'solution' is the same as decriminalizing weed in a vain attempt to curb crime. It doesn't work and it causes more problems than it should. (Cartels control illegal farms in California with the Feds letting these syndicates run loose)

The takeaway here is that these people need to be taken off drugs and give them a chance to rework themselves. Something along the lines of cutting off the drugs completely and keeping said temptors away during rehab. The irredeemable unfortunately need to be locked up. The ones who can change at least need the opportunity to change.
 
Canada is too busy destabilizing its economy by bringing in more migrants (who will live where?) to ever do anything meaningful.

Because the author is a duplicitous commie (pretty sure she ran politically for the local socialist party) writing for the local commie newspaper, she neglects to acknowledge that these bursting homeless shelters are filled with refugees and immigrants that Trudeau has been importing for the last 8 years, a fresh million in the last calendar year alone.

If being housed cured the underlying mental and social pathologies that lead to homelessness, how did these people become homeless in the first place?

Sure, but I find external examples that the typical unwitting ideologue doesn't know about more compelling to developing new thinking pathways. If I start talking about say, george floyd or other close to home examples, then everyone just circles the bandwagon of their own camp.

What is the racial statistics of homeless in Finland compared to Canada? Remember Kiwis, work migrants don't like cold weather.

Finland had some of the lowest number of migrants among europe, because they had low compensation for workless people.

I remember these Soros booklets being distributed in turkey, northern african countries, syria. Sky news has now deleted it. I lost my own scan of it, but it had a map with how much compensation per month for workless people and if I remember correctly finland being among the lowest.

The biggest reason Finland can have a high trust functioning society with strong safety nets:

#1 (by a huge margin) a largely white population. Their shelters aren't going to be rife with shit flinging, theft, rape, and other turd world favorites.

#2: Better mental health and drug dependence care. They might not do it well, but they at least attempt to attack the root problems of homelessness outside of our insurmountable #1 problem.

#3: Government not run by a small cabal of evil commies hellbent on their destruction. Maybe this should be number one?

Most western nations will never improve homelessness and other problems that are a symptom of #1-3 running rife for decades. It does feel like we're at a breaking point though, but they probably said that in the 70s too.

It's a unicorn. Government subsidized housing is nice and livable. Housing benefits allow to reduce the rental pressure on the renter and you have to be an absolute dumbass to be relieved of government assistance. There are also halfway houses, so if you want to reintegrate into society, you get medical care and support. I can ask about the details, I know people who work there and assist alcoholics and drug addicts.

Helsinki ghettos like Kontula are not really ghettos, more like standard post-Soviet hoods (since I have nothing to compare it with) where you're safe as long as you're not behaving like a total dumbass (don't be drunk at late o'clock, don't attract attention etc). And that's with all the swarthy gentlemen. Finnish government actually does an amazing job at integration of foreigners.

What I expected as an answer, and I do think the harsher weather helps. You'd also probably have more homeless Finns be people who got assfucked by economy or with rudimentary education and still not completely dependent on drugs, compared to Canada dope fiends living on gibs.

I've been well taught to mistrust headlines using adverbs because, most of the time, they are lying. (check the "badadverbs" tag on twitter for the so many examples).

Let's start by saying that the population of Finland is only ~5M.

Canada has ~38M.

They had only about 16K homeless people. Canada has 230K aprox.

Canada has a more serious problem (0.32 to 0.63) and those problems are different.

The person who wrote the article just want the gov. to give people the things they don't have for free and sees that that's the solution for everything. Finland does more to provide with the housing:

She (and yes, I guessed it was a she before checking because of course) is assuming that giving people homes will solve their problems and that will make them feel better. She's omitting the part I posted above (from another article).

This reminds me of the other times when Americans and Canadians ask for free things from the gov. but without any commitment. The most obvious is that, for example, signing up for social healthcare gives you little freedom to decide many treatments. You can't be an obese hamplanet because they will refuse to give you care until you drop weight (or rather, they tell you that's a priority before moving on). I know this due to relatives being diabetic and the first thing they do is sending you straight to the dietist to lose weight and you have about a month to start getting a normal shape. The average American commie would not comply with that.
 
I like when these people say "just be like this Nordic country" while also ignoring things like how that Nordic country has 1% the population of the USA and is almost entirely racially homogenous and doesn't have anywhere near the same level of crime. The idea that a single solution wouldn't scale with a population increase is a foreign concept to these people.

Housing first keeps getting tried and it keeps failing in the West entirely due to these issues. It doesn't scale up with a population. Leftists keep parroting it as if it's the only solution to the problem when it's actually made the problem worse overtime.
