My guess on Ralph's finances: He probably gets periodic payments from a trust fund created by some relative and his wife wants that money if he dies.
This is extremely optimistic. If Ralph had a trust fund we would've all heard about it by now.
I don't know if you're referring to it or not, but I've seen others do so (maybe
@sufferhorse), but the clip where Pantsu is asking Ralph where the money went is obviously her making a dig at him because he's broke now, not that there's some nest egg hidden somewhere and she wants to know where it is.

He's somehow stealing SSDI or whatever else the government is giving to his retarded brother. Somehow. He's a master thief that somehow outsmarted the government and figured out how to re-direct funds that would probably be going to an insane asylum or group home to his own pocket.
The US government fucks up a lot of shit. We learned through Doge and the countless immigrant fraud scandals that the USG uses archaic systems that don't talk to each other and no one is really looking that hard for some forms of fraud. You're free to speculate as to why.
He's somehow able to never get caught for these sorts of complex fraud crimes that smarter people get busted for every day.
Ralph has a type of low-cunning that he could get away with something like this even though someone with a PHD may get caught, which I don't subscribe to anyway because these types of crimes are usually perpetuated by lazy dipshits like Ralph. But Ralph is deep in the internet and discord so he could possibly figure ways to pull something like this off without getting caught.
His wife stays married to him so he can have visitation rights for some reason instead of getting a divorce that would benefit her in every way possible since, in your mind, she gains nothing from Ralph's death.
I don't know the particulars of divorce, child custody or child support in New York but for starters Ralph has been ducking getting served papers in his little Mexican hidey hole. And Harry Morris seems reasonably intelligent and self-controlled enough to play things to Pantsu's ultimate advantage, whatever their end goal may be. My point being there may be possibilities here we're just unaware of.
Despite committing all these serious crimes and having an opposing army of enemies who are really good at ratting people out for crimes(instead of just tracking him down and getting rid of him), somehow none of them told the government about the very sort of fraudulent activity that the government genuinely hates.
You have to know the particulars of a crime in order to drop the dime on him. No one in the government is going to lift a finger based on "uh, he's a really bad guy and I think he's up to some fraud."
Ralph somehow is the luckiest criminal alive that never gets caught because of shear luck alone.
Well he has already done a bid for hitting a female cop, he was arrested a couple more times recently, had his face rearranged in Portugal, got beat up again in Portugal. You may be overestimating the capabilities of law enforcement, depending on the city there's a wide range of crimes you won't get arrested for simply because the jails are full, there's a lack of police funding or lack of enforcement/prosecution due to disparate impact on minorities.
If you live in the US you live in a dystopic, multicultural hellscape. Act accordingly.
