Honestly, I find this harping on Phil's opinion on Cuties strange.
For starters, I think what he says is mostly true. Cuties won't be a pedophile's dream movie. The
American poster might make it look like it is, however, I will point out it is
not the poster that is "intended" for it. The French (Country of origin of the movie) poster is this, because there, you can easily sell more "independent-style" movies, it's a lot more common, whereas everything has to be sparkly and shiny for the broad American market (Notice how the American poster makes it look like some huge show whereas in the trailer everything looks a lot more local and small in scale, not to mention a lot more focused on interpersonal drama over the contest itself):

this is the trailer, but I don't know if a different one aired for the American market. And yes, it'll probably contain images that are...mildly interesting to pedophiles ? But, really, a
lot of stuff does.
An example, around my twenties, I was offered extremely generic YA-ish books (Not actually for young adults, more adolescent girls, but I don't know the term) probably by sort of misunderstanding as to what age they were aimed at, they were really insipid, all the tropes were quite transparent and the story not good, but I read through because they were a present. Anyway, at one point a girl who's like, maybe 15 is in a scene that is...
suggestive, I would say, with some twenty-something guy. It obviously doesn't involve sex or anything close to it, but you can feel the author wrote sexual tension in it. As someone who was pretty much an adult this was extremely uncomfortable, but I knew this was just the hot teacher fantasy for adolescent girl, and I'm guessing it sells, and again, aimed at girls, so the pedophilic aspect definitely wasn't intended for pedophiles unless they'll somehow buy a terrible book intended for high school girls just for that couple of pages where there's some sexual tension between an adolescent and a young adult.
You can't forbid everything that will appeal to pedophiles because then the very lives of teenagers become censurable; This is teenage drama, teens will like it, let's not prevent kids from having stuff that speaks to them just because some old f#ck might see a teenage girl from behind in some skin-tight pants. Sure, there's a limit to it, and I have actually seen (And stopped watching not even midway through) a movie because it felt like pedophile stuff masquerading as a movie (An old Italian movie about old people running a sort of orphanage/correctional facility for teenagers and they're pedophiles, maybe that'll ring a bell to some people), but I really don't think Cuties will reach anywhere near it.
Now, of course, since Phil has from his own admission not seen the trailer, and probably not done much if any research about, he's most likely just heard some vaguely intellectual person making the same points I have and parrots that person because he thinks that'll make him sound smart and insightful; In a simple idiom, "It's Phil". That doesn't prevent him from being right - clocks, twice a day, all that.
