What is it about Megaman that makes him play it repeatedly? Do the wheelchairs like it?
Not really, it's just he somehow convinced himself that he has an history with the franchise despite it clearly not being the case.

It's more something he plays to try to project that "king of retro" persona. Just like he plays old ass JRPG to pretend he's a JRPG fan.

They don't really work like that because they don't have to. They don't have to worry about "never getting paid" because if he doesn't agree to the payment plans and keep up with it they can just steal his assets with a lien. The IRS doesn't want to because they're never going to get as much out of that as they would from years of interest and payments. The threat of the taxman taking your house is more than enough reason for most people to pay it if they can, and Phil does make enough money to pay it, he just doesn't want to.

So, he'll keep doing the IRS equivalent of Klarna and pay extra later so he can spend more now on RGB, toys, and whatever gacha shit he is wasting it on, and the IRS will gladly let him keep setting up payment plans year after year. He'll pay what he has to in order to not lose his house, but eventually his income will diminish to the point that he actually CAN'T pay them anymore, and they'll put a lien on the snortfort. Maybe someday some detractor will buy it at a tax auction and give us a house tour.

All I know is if any self-employed person was ever going to fail to pay their estimated taxes consistently and end up constantly accumulating more and more on their existing back-tax payment plan until it becomes completely unmanageable, it's PPB (that's what I call him).
If things get perilous financially, he could attempt a big withdrawal from the Bank of Dent via emergency marathons like in the old days. However, that would be a massive detractor W and not his first-choice solution.

That leaves his parents, and I assume he’s counting on them saving him if things got drastically bad. As I wrote this comment, it occurred to me that he could be continually taking money from them (beyond his birthday money) and we wouldn’t know. Wouldn’t surprise me a bit.
 
From what I understand any IRS back-tax payment plan has a limit of around ten years? And if you reach ten years without paying it off, they escalate to needing to do a deeper dive into your finances to see what's going on. I am by no means an expert though, I just did a little digging online because the Snortex made me curious a while ago.
It depends on what kind of payment plan he is. I also wondered about this and there are several levels of payment plans. you have 10 year plans but also way shorter ones that are depending on the amount of money someone owns. You can't have two payment plans, there is always one. It can be extended if you can proove some hard ship I believe which is something Phil definetly can't claim because his income should have been rather steady (and the IRS has the paper to show what his income is) I would assume that Phil has the longest payment plan so the IRTS can suck even more money from him (after all interest is a thing) And regardless how many times he declares bankruptcies the tax debt will never go away. Which will probably be Khet's problem once he croaks. Something GTG also theorized is that Phil plans to die without paying any of his debts fully off because after his death the debts are no longer his problem

about the bank leaks it was worked out that he likely does 3 year plans. So effectively what happens is at any given time he owes the IRS 3 separate payments each month, corresponding to the 3 previous tax years. When he pays one off, he starts another, because another tax year has passed. He will do this presumably forever.
IRS only allows one payment plan at a time; he adds each year's unpaid taxes to his original plan he created to pay the left over 2018 taxes. Unclear if the IRS separates the years owed once the debt is rolled into the lump sum of unpaid Federal income taxes that accrue...

I was thinking this same thing recently and it’s a big part of why he’s become so boring. I’ll even go so far as to give him an ounce of credit because he really did play everything “back in da day.”

Unless you count one stream of NFS unbound the last time he played a racing game that wasn’t Mario Kart was FH5 in 2021. He’ll play FH6 next month but only cause new horizon games are basically retard proof and made for people like Phil. No winning required to advance and a selectable game journalist difficulty.

The only new games he’s added to his rotation are boring ass wage slave sims like retro rewind or something like rimworld where chat plays the game for him.

Him trying to use the wheel could produce some laughs, it's not like playing Sega Rally in the arcade and they have quite a learning curve.
