John messed that terminology up slightly.

There's a way to compromise poorly coded crypto token systems which accept a token count and a value per token as arguments, but they don't check the product to make sure it doesn't overflow its data type. If it does, an attacker can overwrite nearby bytes and compromise the system.

In short, it's a standard overflow attack, albeit one that relies on a multiplication rather than simply overstuffing a string buffer. And it has no relevance to election systems, unless they start weighting votes with a social credit score or some shit.
