For whatever reason (possibly brain damage) Wu wants to establish some kind of federal "code auditing" program to police a handful of states as if it's some kind of nationwide crisis that only an expert like herself can handle, when most states don't even use computer voting, they vote by scantron or equivalent. Including of course, Massachusetts, the state Wu resides in, presumably votes in and is supposedly the target of the campaign messaging.
The only states that vote by computer and do not produce paper records for the voter to verify are Delaware, Georgia, Louisiana, New Jersey and South Carolina.
All other states that do not fall into one of these two categories depend entirely on where you live within the state, Texas for example has counties that use scantrons, counties that use computers and don't produce paper, and counties where you can scantron or use a goofy dial pad device. There's not even statewide established voting procedures in the "possibly not paper ballot" states, let alone any kind of national procedure that can be easily checked like Wu's suggesting. That's why Obama said it's borderline impossible to hack American presidential elections, the central repository Wu wants doesn't exist.
