I still get unreasonably mad over people using "decimated" incorrectly. Reducing a thing by 10% isn't as significant-sounding as how people use it.

It can be used both that way, very pejoratively, and somewhere in between. But it doesn't mean "average" in a neutral sense - more like "middling" (which also doesn't mean "in the middle").
