I've heard the blank slate thing before, but there's a reason it doesn't really work with Anime. To keep it short: at the top of the eyes, where the eyelid is, on both western and Asian eyes the curve of the eye is not even. In Asian eyes, the peak of the curve is away from the nose. On Western eyes, the peak is closer to the nose.
Now look at your typical anime eyes.

So technically, yes, anime is filled with white people. Dobson's actually right, there. But it's filled with white people because the Japanese want to make their characters look white. They choose to do that. There's no white supremacy or white privilege or whatever to make them do that. They just think white people are pretty, so when they make characters look pretty, they make 'em look white.
I don't know what freaks me the fuck out about Hank's face here more, the weird three-hump mouth (it's not even a cat mouth, it's some weird beak), or the fact that his eyes are too close to the sides of his head like he's part chameleon.
Actually the small nose is what tells more that they are drawing the characters as "Asian". And the eye stuff has less to do with race than personality traits.
