Based on his twitter post (where the name is mentioned) It is a girl named Nene from the anime Bubblegum Crisis. And the shoes are how she was also designed in the original.
Still if he has such a problem with high heels on a woman's armor, he should also call out his favorite anime or whatever it is for him.

Whats really bad is im a massive Bubble gum crisis sperg but its so off model i had no idea what it was.
Its like he removed any real defining details and reduced it to generic robot chic, so clumsy and heavy looking.

Personally I think he's still an asshole. He only mentioned TB because Wu did. In that way he still wants to be noticed by her and to give the impression of what a swell guy he is.

Oh no Dobson, I haven't seen anything of you for long time. 
I remember unwatching Dobbo (after years of faithful following and even enjoying his art and comics - without knowledge of his older or current shit ) on dA around time he shit himself over the 2k14 TMNT movie being more successful than something he liked. I really liked his art back then, even if it wasn't too special, but for me entertaining enough. There was sometimes some comics and maybe journals about sjw things or politics, but not too much to care about. Then the SJW bombing started. The quite neutral art turned into a fucking political debate instead of what peple used to get from him and every time I logged in, there was at least one journal from Dobbo about SJW shit and finally how everything sucked and poor him. That was the point for me to unfollow him for good and later find out his ED page and stuff.
I would really wanna know did the jump to the SJW bandwagon made some his watchers to leave and haters to get more intense than ever or was it his general acts of shithead?
But oh boy I wouldn't have believed Dobbo would eventually go this down. The "no more comments" was just kind of pathetic but leaving dA was just fucking sad.

@carnivorewhite Deviantart only deals in bandwagoning, so when they turned on him, he had to jump ship lest he bandwagon against himself.
Dobson spent too much time there getting his balls fondled, so his departure will only help him in the long run.

And I guess I'm slow in da mind, but I only now noticed Dobson is missing a big part of OC-tober...
Draw your own characters. Or make up new ones.
Maybe it's just me, but I think it would be a good opportunity for the guy to make up different character designs (even if they're based of off shitty "puns"); I'm trying not to view him as getting lazier by only drawing pre-existing characters for an event where it's uncalled for.

Your right he did, he just flip flopped on it.
It started as anime ruined me artistically i hate all anime.
Then he sperged out about how great shows like revolutionary girl and some creepy magical girl show was.
Then he relaxed his position by stating new shows like naruto dumbed down anime and ruined it for everyone so only pre 90s anime is true anime.
These days he just watches anime and hopes everyone forgets dumbshut dobbie says.

Addendum:
At some point, Dobson said that he would ditch the idea of a love triangle between Gypsypirate, Lesbiankick and Doormat... for one thing, the idea it was supposed to be a love triangle is hilarious. Lesbiankick and Gypsypirate just abuse the shit out of Doormat at every turn, treat him like a buttmonkey and yell at him (or worse) when he dares to actually stand up to him. On the other side, Gypsypirate is constantly being harassed sexually by Lesbiankick. Literally what the shit.
And Dobson is now dropping this idea (which, admittedly could have been the only saving grace of the entire comic, if done competently), supposedly cause it gave him the prickly-wicklies.
So yeah, you're pretty much spot on.
Come to think about it, what other solution would there be to get rid of a villain? Retirement?
Nah, I bet Dobson would go the "Villain joins the heroes" route - aka: the most kids-friendly, asinine solution possible.
The villain realizes he was wrong the entire time and thus ceases to be an asshole and just joins the "good side".
Kind of like what Dobson wants with his "trolls" and "Haters" to happen.

This is one of the things that grinds my gears regarding Dobson, he will happily go out on long winded diatribes talking shit about other artists' work, sometimes industry pros and veterans, when he himself still fails to grasp such basic art fundamentals such as "line flow" and "action line" while still drawing at the level of a damn amateur.
Just look at that image, that character standing still has more grace and dynamism than that ungraceful Tin Man Dobson drew.
