I have little doubt he's responsible. One way or another. He's pissed he can't come back home.
There does appear to be some method of kicking a fat, diaper shitting and laying on floor, faker whining about the condition of his taxpayer funded fart box on the internet to be removed from his lease.

There is. But typical normies would never encounter it. It’s typically seen in places like Senior Living Apartment Facilities or similar housing provided to those of diminished capacity. The most common cause or trigger for it is Grandma setting the kitchen on fire because of Alzheimer’s or Dementia. Property management will inform the family or caregivers that they have a week to find new accommodations because of the severe risk she is to other residents. In the case of Pow Pow whittle Amdy, just hims talking aboot setting fires due to hims autism is probably enough provided somebody sees or hears it.

In a criminal situation like this once the victims make a statement and an investigation starts the prosecutor is ultimately the one who gets to decide if charges are dropped. Sure the victims saying they wish for them to be dropped can play a part in this happening but they don't get final say. If these threats warranted such a large police presence as we saw it goes beyond a civil issue. If it were to be found that Andy, someone already wanted for arrest in two states with a history of violence and public safety concerns, was the one responsible he would most likely be picked up and charged.
I don't really know who else would do something like that to joe and tom besides andy though

It is a bit. A common tactic of malingerers is to engage in self-injurious behavior where they weigh the risk VS reward. He surmised that the reward outweighed the risk.
Leaving his furnace off brings no reward. The threat of not having it on promised a short-term solution that didn't pan out in his favor. Upon discovering that he gave it up.

But he's also an impulsive retard who is well known by New York state. The only way he could do a call like that and get away with it is if he got someone else to call in the SWAT. And even then, I fucking bet he'd be snickering and grinning ear to ear when he gets questioned by NYPD. He just doesn't have the emotional control and planning to get away with a crime like that. The second you say he fakes autism he recites the US legal system in such lucid detail he puts the officers themselves to shame, imagine him dealing with a fucking false terrorism report when the officers inevitably probe.

Joe said it was something related to an 'AI image' so it was likely done purely through the Internet. Now they can find anyone if they're dedicated enough and the crime warrants it but I doubt anything will come of this.
