It's evolved. Originally it was not all blacks are niggers but all niggers are blacks, to meaning niggerly behavior, i.e. low iq chimping. Wiggers were their own thing and refferred to trailer trash, but some people do truly act ghetto while living in nicer areas, so niggerly behavior replaced it a bit.
