Especially when the court seems to be trying to shuffle him along with the minimum of effort and time, thus all the continuances instead of dealing with him.

This is more something for a mandatory court ordered psychiatric evaluation than court itself, assuming that bothers to go into any depth with Chris, which it probably won't.
