You could find absolute gems of a thread/post that would be the best shit you've seen on the Internet, but you'd have to wade through so much awful crap to get there. It's why those subreddits/YouTube videos which posted pictures of 4chan screenshots were so popular, cringy and gay as they were. Why go through the trash when you could have someone do it for you?

It's not even rare. Troll's remorse has been a term for a long time now, and that strain of faggot are some of the biggest losers infesting the modern Internet. If you dissect them you usually figure out pretty quickly that their professed remorse is all hollow and performative, and that they would giddily torture somebody if they thought they would get ingroup props for it. "No bad tactics, only bad targets" or "don't punch down" they'll squeal when faced with their flagrant hypocrisy, which just shows that for some people it was never really about "teh lulz."

4chan is still the only sizable english language community where you can really just kick back and post whatever you want about any topic, without it getting lost in an ocean of noise or destroyed by a council of Redditors. It enables more interesting, original, and dynamic discussion than you get most other places and there's a reason why despite the Internet completely changing shape over the past 20 years 4chan still reigns supreme as the #1 source of memes and cultural influence, because it is the only place where freaks can go be a freak and have it be seen by others. And it has managed to hold onto both the implementation and the culture of true anonymity, no digging through post histories, no namefagging - that has a lot of value to making it feel freer than the rest of the Internet.

Of course, it is also a complete garbage pile and just gets worse and worse every year, and like everything else at some point it went from being garbage in a fun way to being garbage in a really cynical and frustrating way. Influence ops abound including probably a good half of those 'memes and cultural influence', every fast board has its own set of trigger topics which are impossible to have a level headed discussion on, jannies allow garbage while deleting anything that calls out the garbage, and the site is practically read only without buying the pass now.

It's garbage but nothing else fills the vital role it has in the ecosystem of the Internet, and really the world at this point.

No you can't lol. On most of 4chan the rules are pretty strict and mods will ban anything off topic or edgy. You also will straight up get banned for posting slurs on some boards.

That's only until tranny jannies decide what you can and can't talk about and it's entirely up to their whims, which makes it no different from reddit. A good and recent example is the Stop Killing Games initiative being banned from /v/ even though it's extremely relevant because the outcome of SKG might reshape the entire industry.
OC threads are no longer a thing because these threads simply die in the sea of twitter screencaps and goonershit, there's zero incentive to do something interesting on the board. So things do get lost in the ocean of noise, it's just that the whole thing is so common now people no longer see the difference.
Personally I don't see a difference between a thread being destroyed by redditors and a thread being derailed by a bunch of mentally unwell individuals (and ultimately deleted by the janny). Both serve the same purpose and both are common on each websites. 4chan makes it even easier because it doesn't require a consensus, the barriers to samefagging and spamming the thread from multiple IPs are nonexistent.
