Granted not always but MTF hormones result in decreased size of the penis, scrotum, testicles, and prostate....they also result in thinning of body hair (evidently not in this picture).

In most cases it stops so long as your sticking to you'd hormone treatment but in some cases it can just slow process down.
Think of it like a women on the menopause. She doesn't have balls but she starts growing facial hair, loosing head hair and gets a general rougher skin. The hair was always there but the hormones almost kept it in check.
On the flip side male cancer patients who loose their nuts can still grow a full beard (but it's less coarse and more downy whispy) or go bald. It's all just a factor of luck and hormone balances.
 
This pretty much confirms he has balls. It's been said before, but bears repeating, the scrotum would be reduced in size without them.

If you look at his picture you can see a bulge or distortion in the skin to the left and right above the penis, which is a sure sign that the testis have been pushed back into the inguinal canal. This is the typical sign pediatric specialists look for when dealing with young children who have undecended testicles.

Ironically, the fact that he can do this so easily means that he has normally developed male genitals, perhaps even overdeveloped genitals that likely would have given him an early puberty and potentially hypersexuality. Any kind of prenatal feminization might make that area too sensitive or too narrow to reinsert the tesis, which is a common reason why undecended tesis sometimes occurs in young boys.

So in my professional medical opinion, all of these symptoms point to a single diagnosis: Phil is a tard.

Correct. Without testicles, the male body will still continue to produce a small amount of testosterone, but not at the same rate before the neuter surgery. Plus, when dudes have orchi surgery, the surgeon generally makes a horizontal incision above the bladder, basically parallel to the lingual canal, not vertically up the scrotum (which Phil probably believes). For.non invasive procedures, where you're hooked up to a robot such as the Da Vinci, you end up with a total of three incisions, one directly in the belly button, and two horizontal incisions on the left/right side for the scope, and the surgical arm. Once the surgeon performs the neuter, the testicles are bagged and either taken out of the body canal via the belly bottom incision, or the incision the scope once occupied. Either way, we would definitely see scaring on Phil's body's for whichever procedure he pretends he had.
 
In posting that disgusting nude, Phil actually proved us right, because in his original ‘my balls are no more’ surgery post, he claimed to have a bilateral orchiectomy, which would mean he’d have two small scars on either side of his upper groin, and even through the thick forest of hair his supposed electrolysis is getting rid of, you can see there are zero scars.
