This is the problem. Their claimed timeline would mean there were police on the scene while he was still shooting at the first mosque and that the Armed Offender Squad had arrived by the time he left. So why wasn't he apprehended there?

That's a gross over-simplification.

There had been multiple other (non-domestic) mass shootings at different locations throughout Australia in the preceding decade. 1987 alone had the Top End Shootings, the Hoddle Street Massacre and the Queen Street Massacre. 1990, 1991, 1992 and 1993 all saw spree shootings.

The Port Arthur Massacre was absolutely a tipping point because of its sheer magnitude, but things were already heading in that direction.

It's also worth remembering that the National Firearms Agreement hasn't been universally enforced by the states. Twenty-three years on, no state is fully compliant with the Agreement. Over the last few years there has been a lot of talk of relaxing some of our gun control measures, but I guess that's going to be dead in the water for the immediate future.

It doesn't end there. Gun manufacturers refuse to reimburse costs to gun owners. So when they gave up guns voluntarily they aren't getting anything in return. A major brand here called Hunting and Fishing is calling for online sales ban of firearms and is calling for a ban on the practice. They even pulled all military-style assault weapons from its shelves on Friday immediately following the terrorist attacks. Saying "As far as we are concerned, they will never return".

Kind of. Tasmania according to my friends, is like Alabama in the 1950's. It gets jokes about that where you marry your cousins. It has a low population, housing is extremely cheap compared to the mainland, most of it is mountainous forested regions. Before the Port Arthur massacre, you required a license to own guns, but it wasn't enforced hard, because, just like with Christchurch, who is gonna start unloading on random people on an island in the middle of buttfuck nowhere?

In response, the government came down hard on everyone, and just like Christchurch, most people were just happy to hand over their guns in case they suddenly turned into a deranged psychopath.

Then in October 2002, a commerce student killed two fellow students at Monash University in Victoria with pistols he had acquired as a member of a shooting club. The gunman, Huan Yun Xiang, was acquitted of crimes related to the shootings due to mental impairment but ordered to be detained in Thomas Embling Hospital, a high-security hospital for up to 25 years.[53]

One person who saw the shooting at the Al Noor mosque described on Radio New Zealand what happened when the gunman entered the gates.
A former president of the mosque said a short man, wearing a helmet and glasses with his face covered entered the mosque.
He said the gunman was carrying a M16 or assault rifle with white writing on the barrel.
He asked the gunman “what are you doing?”, but added that “the man did not say a word”.
