I wouldn't even consider those guys most evil. They commited horrid acts because they either had a "kill or be killed" mindset or simply were questing for power which is selfish but at least there's a goal.
What? Mongols expansion wasn't for power, they literally couldn't occupy much less control most of what they subjugated. Nor was it kill or be killed, how could any of the bumfuckistans be in any sort of position to invade Mongolia?

How the hell was it not about power? Mongols took control of The Silk Road, they became rich as hell.

Also don't forget that Gengis fathered some 200 kids and appearently 16 Million Asians can trace their lineage to the guy. That's a guy who slaughtered and pillaged because he wanted a legacy.

Not needed, fully aware. You've yet to address the reason why they pushed into Eastern Europe. It certainly wasn't for power, that was downtrodden slavland that was in Rome is burning 2.0 nor was it "kill or be killed" is my point.

Anyway I'd say yes it was for power. An empire not expanding will be considered declining. The Mongols wanted to start grabbing Europe in the same way the USA grabbed the smelly poor Philippines, because they could.

I'm pretty sure the Philippines had untapped resources whilst E eurotrash had wood and amber, which I highly doubt that had interest in? At any rate we've completely derailed topic, apologies.

Honestly I'd probably have to mention a person I know personally purely because I don't know the people that are widely considered evil by most people. I genuinely find it difficult to judge someone based solely on things I've read in history books, especially since most of said history books are just stories passed on through families, and even so, lots of them you could probably sit down and have a beer with. Hitler really did like animals after all, and I also really like animals. I'm not saying that liking animals can excuse the deaths of 6 septillion (((people))) but I'm also not saying that it can't.
 
I don't know if she's been mentioned but Genene Jones. She was a Texas nurse that worked in a pediatric intensive care unit and is thought to have killed up to 60 babies.

But it's a pure coincidence that Britian made a protectorate treaty with Poland days before the invasion and as soon as Russia invaded Poland they didn't declare war against the communists nor made zero effort in getting Poland returned to it's people once the war was over. It's as if they made a fake treaty just to declare world war against Germany and used Poland as a sanctimonious ploy just to have their way in (((geopolitics))) * banking * with yet another border incident that was none of their concern. Nothing to notice here.

Gertrude Baniszewski and her children (aside from maybe Gertrude's kids that were younger than 4) that were responsible for the torture and murder of Sylvia Likens. Tl;DR it's Junko Furuta but an American girl.

1 or 2 sadistic adults is one thing, but most of Baniszewski's children and almost a dozen other random neighborhood kids participated in this crime against humanity along with Gertrude. And for what exactly? I also get that peer pressure is a thing but this is...advanced peer pressure. Normal peer pressure is smoking a cigarette because your friend does it and you want to fit in. I don't really know where to begin with this so just read the Wikipedia page. There is also the movie An American Crime which is pretty accurate to what took place.
