Also, being that the main goal seems to be censorship of existing information: would it be prohibitively cumbersome to distribute a read-only archive of the site, one that could be easily hosted by anybody anywhere with minimal technical experience? Like, no queries, no backend, just HTML and CSS, mirrored by anybody who feels like it.
