What annoys me is that it is not illegal to run for the express purpose of derailing another candidate.

That said there are a lot of potential violations of the law that may exist. Did she collect funds for the entire election or just primary? Is there documentation proving that the intent was to raise money for an election with no intention of actually running for the position?

It is definitely worth looking into all involved.
