It “only” takes 1-2 people watching the DNS records and changing targets in real time. If they own the botnet it’s “free”, but they likely do not own botnets. And while the group who owns the botnet can do it for “free”, they still are using IPs/devices that could be making them money, which is itself a form of cost, especially as they can be blacklisted in the attack. Additionally the attack is against PoW, which makes many forms of bots with low compute (such as smart lights) stall, requiring a VPS or other higher compute bots to withstand the load. To better illustrate the situation, they have had to use remote-controlled C&C servers (which controls the bots) to coordinate amongst themselves to solve the captchas efficiently and to best utilize the IP’s specifics (such as using slower connections for slowloris attacks).
From some research $10k is considered a “cheap” price for the raw bots, with $20k being considered the bottom floor. This is an estimate, from ~$1k/Tbps on top of 18 hours of ~$400/hr PoW solving + ~$2.8k to account for the manual work. They likely spent far more.
So, to answer your question, a single person can do all of this from even a Chromebook, but the cost in either time (successfully acquiring 10Tbps+ of botnet, which is 1/3rd of the largest DDoS ever recorded) or in rental is astronomical.
