Quad tracking is simply no longer viable in many corridors due to land acquisition within urban areas becoming such a monumental pain in the ass that it's preferable to just tunnel around it or force trains to slow down to well below 80 mph and share a right of way with freight. A similar problem has risen with expanding the NYC subway as they're totally unwilling to do cut-and-cover jobs that close down segments of streets for a few months in favor of tunneling which requires that you create specialized boring machines and make stations that go down to the fucking core of the earth to meet up with those tunnels. It's retarded and is part of the reason why expanding the subway system costs $4 billion per mile.
