How would immigration track individuals from countries which barely have governments and data about it's citizens?

How much manpower would it take to do proper surveillance of current and prospective immigrants? Who is administering this surveillance? What values do these proctors hold? (inb4 ai)

What are the ramifications of grouping individuals with violent, anti-American groups from the same country? Further discrimination towards individuals who would actually come to the US to be good tax-paying residents, and prospective future citizens?

Also, why only target the H1B visa when terrorists can use alternative visas, and other means, to enter the country? All visas should be monitored rather than just one type.
