That operation started in the final years of the Dubya administration, but it was much smaller in scope and actually had oversight and safeguards and everything. It was intended to allow the feds to get a bigger quantity of intelligence on cartel gun smuggling so they could try to smash the smuggling networks in one fell swoop later. Obama administration had the amazingly retarded idea that if all the oversight and safeguards were removed, the increase in American guns being smuggled into Mexico and used to kill lots of people would *somehow* increase US public support for gun control here. Spoiler: it didn't, all it did was make the cartels more powerful and got lots of people, including Border Patrol agent Brian Terry, killed

They have enough European Ancestry to be very competent at organizing, making money and building institutions.

However they also have too much African and Native American, which means the institutions they do build become corrupt criminal enterprises looking out for either tribal interests or "big dog" personal gain.

Its an unfortunate combination, and why the only successful Latinx nations are the ones where a Big Dog takes total control like in El Salvador.

Actually, we can have our own Mezcal stills, but Tequila is required to be made from Blue Agave plants grown only in very specific regions of Mexico.

Even if someone in a border state took the decade to grown their own Blue Agave and distill it, it would still just be called Mezcal.

Rules about what can be called what when it comes to alcohol is a convoluted mess, but flavor can depend so heavily on WHERE the produce is grown that it make some semblance of sense.
