One of the main issues is that so many of the rank-and-file are unipartyist stooges who intentionally fuck everything up. Remember how they butchered the Comey indictment?
It's almost impossible to just replace all of these entrenched shitheads without either suffering system collapse or having some judge somewhere say you can't do that.
Of course, fall deep enough into that mindset, and you get to Fatpacks levels of "It's all pointless, so why bother?", but there's a reason the system worked so efficiently when the Biden admin was going after people a majority of the system already disliked compared to now.

iirc the minimum sentence is more of a guideline than a hard and fast rule, though I wouldn't put it past libs to do anything and everything for infiniggers.

Mandatory minimums are statutory. Common examples include federal drug offenses, with the Continuing Criminal Enterprise or "Kingpin" statute carrying mandatory minimums of 20 years for a first offense. The statute also prohibits probation or parole or suspending the sentence.

I'm surprised anyone would be unaware of this as it is a very controversial practice and widely criticized.

The federal Sentencing Guidelines are an entirely different thing and generally well below the maximum sentence. Judges may deviate from those, but have to justify it in writing. Most sentences are within the guidelines when they apply, but there is no discretion with mandatory minimums (other than the prosecutor using them as a club to "persuade" someone to take a plea deal).
