The amount you spend on education doesn't matter, the factor the most closely correlates with academic success is how much a student bases their self worth on academic success. Kids growing up in households which do not highly value academic success are generally going to do poorly regardless of how much money you throw at it. Education is a cultural issue and there is no easy political solution.

We spend a lot of money on "education." Only 4 OECD countries spent more per pupil on elementary/secondary as of 2019, and only 2 of those were significantly more. Many countries that spend less get better outcomes, so the relationship between spending and outcomes is far from direct (beyond rudimentary levels; I think we can agree that there's a big difference between spending $0 per pupil and $3k, but the difference between $12k and $15k, ceteris paribus, is going to be a lot less clear). We are well past the point where just throwing more money at the issue solves anything except the DNC's funding shortfalls.
