Personally I believe she was breaking laws but even if you want to say she wasn’t and be cynical you can absolutely still say, yes, in modern America law enforcement has large amounts of leeway to act with brazenness when on duty and we have seen this in many cases and in many decisions by the courts. The best way to ever survive is to not escalate a situation, and she failed to do that.

That's the point for the Administration. Trump loves TV and spends most of his time watching TV. The 24 Hour news cycle requires new content to constantly maintain itself, so Trump feeds into that by causing nothing but perpetual chaos and conflict. The constant uncertainty of what insane move the administration is going to make next helps fill in dead air by having people constantly speculate and try to rationalize yesterday's unforced error.
She's definitely a lot harder to land attacks against, being that she's a complete normie whose worst crime was being in the wrong place at the wrong time, i.e. dropping her kid off at school and coming across a gaggle of trigger happy ICE goons. But even back in 2021 during the Chauvin trial, trying to use George Floyd's past as post-hoc justification for Chauvin killing him didn't work for the defense.
