Observation: IF Kelly is reduced in rank it would most likely be one rank, down to Commander (O-5) from Captain (O-6). Pete will need solid justification for the bust, such as a court-martial conviction/non-judicial punishment or a civilian felony conviction. Last officer I know of busted down to second lieutenant from high rank was a Army two-star convicted downtown of sexual crimes against his daughter. He went from O-8 to O-1, couldn't be dismissed since he was never convicted in a court-martial. All Kelly needs to do, if he is smart, is just keep his mouth shut and/or recant what he said. Don't know who designed this monstrosity but it sure looks horrible. Wonder if and when it will ever be completed, been a lot of problems regarding contractors and subcontractors. Israel instituted an education program to help the Ethiopians get acclimated to the first world, which included how to use birth control and contraceptives.
