Independent nations absolutely DO have the ability to put other sovreigns on trial. The issue of course being doing so is an act of war, so you kinda have to pay a butchers bill for it. Which the US did in this case. Putting other national leaders in your court isn't against international law. It's just seriously frowned on because of the whole military action thing that is invariably necessary for doing it.
