It's even worse. CISA has become counter-productive. The original goal was to have an agency that can advise and assist state and local governments on securing their networks. In practice that means they show up, perform a pentest and then give you a document listing all the vulns they found and what you should do to remedy them (with no funding to pay for it). Except most of the time the target already knows about all or most of those vulns and there are good reasons they exist that this document does not take into account (usually funding or usability). Now you're in the same spot you were before the assessment except now you're holding a government-issued list of "recommendations" that will be used against you later after you justifiably ignore it. The lesson: ignore all their emails and never return their calls.
