So its not coming from the private sector and unless you wanna go full "aliens" mode, you can track all our spending that goes into our military R&D, its specified down to the last dollar where each bit of money needs to be spend and while there are "dark slush funds" they can ever represent more than a few billion dollars as anymore than that gets into the purview of about a half dozen separate regulatory bodys within congress its just to much money to be moved around by ANYONE either digitally or physically or whatever to be ignored.

I really ask you how many people you can pay on an entirely top secret payroll to do a completely top secret project? at some level you start to realize, "shit is everything else thats NOT top secret just performative?" You would need engineers, trained mechanics, people to build all these facility's and maintain them. People to build and maintain the cell and IT networks around the clock guards and a HRT on standby with a fallback option in case of exigent circumstances. All of this is feasible but to do it at the highest level of secrecy for DECADES just to keep the whole world guessing about what our REAL capabilities are when are ACKNOWLEDGED capabilities are global annihilation via our nuclear stockpile?

History heads will know a big reason we wanted to nuke japan at the end of ww2 was to show the soviets we had the weapon, we kept it secret while DEVELOPING IT but once we had it we wanted to show it off. THIS IS SOUND DOCTRINE, a weapon should be seen as a preventative measure to war until you are in a war then it should be used differently but if your not in a war and hiding your weapons your actually ENCOURAGING others to be more provocative.
