If they're foreigners to the language, they shouldn't be posting in it, period. The only exceptions should be heritage speakers or advanced learners, not someone with zero connection to the culture and language.

Is this the true power of a 2 day old account? If there are "exceptions" then people are allowed to post.

Do you think these exceptions you mentioned are rare scenarios? Reminder that half of Europe has had its language spread throughout the world - UK to USA, Canada, Australia, Ireland - Spain to Mexico, Venezuela, etc (basically half of Latin America) - Portugal to Brazil, and several African Countries - France to a ton of African and middle east countries - Russia to most of Eastern Europe - the list goes on. The world is more connected in terms of language than you think.

Language isn't a special members club, its just how people communicate. Most people are happy and welcoming if you are learning their language as a foreigner, even if you are shit at it.

Besides, what's the problem with having people that don't speak the language post about your local Lolcows?
There are many interesting obscure people out there that deserve discussion and I really don't think this should be language gated. Drakenlord is a great example of a person of interest that we have talked about many times including on MATI, and yet he is stuck in the German board. Just this week we talked about Japanese elections and 4chan owner on Community Features and MATI.

I do think you have a point but I said that because people speaking my language that aren't native speakers do so extremely poorly which is why I'm worried over people posting about lolcows from my area, I don't want them to use my language so godawfully like they always do. Maybe it's different for more languages with more speakers

That may be the case, but that has nothing to do with people wanting to discuss your lolcows. You are just being language elitist, which is fine but unrelated.

My original point was that I wanted a way for people speaking English to learn about lolcows that are very language specific (Spanish, German, Portuguese, Japanese, Korean, etc). So speaking the language in a broken manner wouldn't matter because we would be all speaking english.

I am no longer sure if that is the best approach. I think Null wants the opposite, to bring people from other languages to the website. I understand why, there are a lot of communities that have their own "kiwifarms" websites, like the Japanese and Chinese, that could be brought here if they had a place (language) for them. But I also fear that it would make the site just have a lot of smaller communities without cross over. Kinda like Reddit, where the website is huge but fragmented into smaller communities (boards).

Ultimately I think Null knows this better than me because I don't run a kiwifarms website for 10 years, so I'll leave it up to him decide and experiment.

It might be worth creating a sub-board for Turks considering how many threads there are. If there aren't any people to moderate such a board then that's understandable, but it might make sense organizationally.
