Vance went from being a college kid, to war correspondant/journalist (not a combat soldier), to venture capitalist, to idea-centric politician. None of that is tangible political power.

Harris has a long and storied history as a legal agent, which meant she was familiar with holding tangible politcal power, so she did during her VP.

That's the difference I'm seeing. One doesn't have experience with power, one does/did.
