Yes, if the Tumblrina is being truthful about the contact information, people can send him all the hate mail they want at that address until he eventually gets transferred from jail to prison. One of the few rights prisoners have is the right to receive and send snail mail. The only thing is that the mail is screened both ways, so no violent threats or anything else too explicit in content.

Are there a lot of people saying we should arrest people for laughing? For the most part, what I've seen so far is people calling attention to the awful things people have been saying about the assassination and sometimes calling the attention of employers to the speech or actions of their employees. In particular, they've been calling attention to things said by those who work in education, healthcare, and the government. The concern there is that someone who is unhinged enough to cheer on the murder of their political opponents is probably also biased enough to sabotage their services or deny them entirely. (This is a reasonable worry, given that less than a year ago, some FEMA employees were instructed not to offer aid to houses with pro-Trump signs after Hurricane Milton.)
I've seen cases where people have contacted law enforcement in response to threats or things that could reasonably be construed as threats, like people saying that Trump is next, but I haven't really seen widespread calls to jail people for laughing about Kirk's assassination, making jokes about it, or justifying it. For what it's worth, I don't think we should. However, I'm also not particularly bothered if employers decide that those people aren't a good fit and fire them, or if social media platforms enforce their terms of service and deny them access.
