Yeah, California is one of many regions that could use an overhaul. While I've given the BTWH 'team' plenty of shit, I did think they had a pretty good spread of Californian factions for their 2ACW back in the day.California is a lot redder and New England is a lot bluer than what most people think, just look at the 2024 Presidential map. California content in particular is really reductive in TFR, and it's definitely made by someone who's never lived there and for whom California is just "haha funni gangs and commies." Like think about it, despite being one of the most populated and wealthy states in the Union, California has nothing except a generic democrat faction, a generic republican faction, the commies, and then just dozens of gangs.
There are a lot of extremely interesting factions, many of which are right wing, that can be added to California. Just off the top of my head, Bethel Church (Pentecostal extremism to contrast the Baptist extremism in the South) and the Jefferson 51st State movement (powerful militia even in real life) should all be existing factions.

There are already some existing Californian factions that can be repurposed to cut down on the work in a broader Cali overhaul, I think.
At minimum I would remove most of the gang factions in favor of consolidating APLA control over the Bay Area (Oakland, San Jose/Silicon Valley, Santa Rosa) - could just say most of these gangs would throw in with the APLA, a lot of the OG Bolsheviks like Stalin were gangsters & bank robbers IRL after all. Newsom I'd move down to LA, have his gov't be shored up by the power of the LAPD; makes little sense that he'd move his capital from Sacramento, which is taken over by the Trump-aligned 'California State Militia' faction, to Bakersfield which is much more Republican-leaning. Alternatively, leave him with a doomed rump in & around Sacramento that's completely ringed by enemies, and give the LAPD their city as a warlord state under imminent threat by the APLA instead (the Crips could still be represented as a negative national spirit, either on their own or as part of a broader 'Anarchy in LA' spirit) similar to the NYPD on the East Coast.
Speaking of eastern California, I'd turn that 'San Jose Defense Committee' tag (which usually just instantly dies at the APLA's hands) into one for eastern Californian conservatives & military men (based out of places like Fort Irwin) instead, and convert the California State Militia tag into Jefferson secessionists. One or both can still be aligned to Trump's Denver Government. It's pretty strange that Jefferson isn't a thing at all in the mod actually, even though it's one of the better-known modern state-secessionist movements IRL.
Maybe one or two of the gangs could stick around but yeah, I'd like to see them replaced with more varied warlord tags as you suggest too. Now all this said, I will also say that I do agree with the TFR devs' focus on creating as much new content as they can atm instead of trapping themselves in an endless loop to rework the old on grounds of 'realism' or otherwise as the TNO & KR teams did.
