1. I've had attorneys in the US when not a resident or citizen of the US. Ideally you want a lawyer in the same state you have the action. In my case it was related to patent wars. Out of state lawyers can do it, but it requires a "pro hac vice", kinda a petition to the court for permission, plus I think a MN lawyer will need to sponsor it. If this is sounding more expensive it's because it is. Plus you'd want someone knowing the state laws and statutes, along with case history.
