Here is something I'm wondering if Trump refusing to debate Kamala. It isn't because he is scared, but he knows it has no benefits for him, only risks.
The reality is, Trump isn't going to gain many votes or lose many votes if he debates her. However, the risk comes because it gives Kamala a chance to win over people who are unsure if they are going to vote at all, but people who were never going to vote for Trump.
Kamala doesn't have the issues Biden has, so she has the ability to combat Trump and any lies he tells. Attack her on the boarder, then she can bring up how he killed the bipartisan border bill.
Attack her on prosecution history? This may work on undecided votes, but how will republicans react to the implications that she was too hard on crime?
The only real attack plan I can see for Trump that could work is going after her for covering up the state of Biden, but even that has its risks and could end up being turned onto Trump with one of the gaffs he has of late.
Trump, at least, can spin, not debating her as something else to his core, and can attack her without his base hearing her responses. At least until his team can come up with an attack plan, because it is pretty clear they were taken off guard with the replacement of Biden.
