Long story short, Joel threatened to vandalize something of Jack's that he and Jack's dad made, and got very close to accomplishing it. Jack has personal reasons to hate Joel, and scowl at his existence compared to the political reasoning everyone else has.

Come to think of it, Joel also cucked Jack in a sense - I remember him griping one time about how he was talking to Jessica Ngri at a con back when she was just becoming big as an egirl and that it turned out she was only talking to him because she wanted to be introduced to Joel.
