1) nobody would care about it

It’s ultimately cowardice. I’m glad they made this decision, but they didn’t have the courage to come out and say “transwomen are men and need to fuck off out of female categories.” So they based it on “male puberty” instead and handed problems off to other people to deal with.
Given the lengths certain countries go to to produce Olympic athletes I wouldn’t be surprised if this leads to a few unfortunate little boys getting castrated with amholes installed at age 11.
Remember they are also trying to boycott the Guardian in the UK, which IIRC is the most progressive paper over there.
